How we delivered a dual-transformer HEKA C concrete substation for a high-power EV charging hub in Tallinn, combining reliable power distribution with a custom-designed decorative fence to meet the site’s architectural requirements.
Location:
Manufacturing and delivery of a dual-transformer HEKA C concrete compact substation for a high-power DC electric vehicle charging hub, including the design, supply and on-site installation of a custom decorative steel fence.
The expansion of a DC fast-charging hub in Tallinn required a new high-capacity electricity connection to support four 400 kW charging points. The existing grid connection could not accommodate the additional electrical load, creating a need for a new distribution substation.
However, electrical capacity was only part of the challenge.
The substation had to be installed in a busy retail car park, directly next to the charging stations and clearly visible to visitors. The property owner wanted a solution that would integrate into the surrounding environment rather than resemble a conventional concrete technical building.
The installation also required additional protection against graffiti without compromising ventilation, maintenance access or the substation’s normal operation.
Harju Elekter manufactured and delivered a HEKA C concrete compact substation in a dual-transformer configuration, providing the electrical infrastructure required for the new DC fast-charging hub.
The substation incorporates two motorised Schneider Electric RM6 ring main units with six bays in total, two transformer rooms and a two-section HECON 2500 A low-voltage switchboard. An integrated remote terminal unit (RTU) enables remote control of the installation.
To address the site’s architectural requirements, Harju Elekter developed a customised exterior solution.
The concrete enclosure was finished in RAL 7021, while the doors, ventilation grilles and other metal components were finished in RAL 9004.
A free-standing decorative steel fence was designed in the same dark colour and positioned around the substation. The fence provides a protective barrier against graffiti while maintaining the necessary ventilation and access for servicing.
The fence was supplied separately and installed on site as part of Harju Elekter’s delivery scope.
Reliable EV Charging Infrastructure with a Site-Specific Exterior
Elektrilevi received a high-capacity, remotely controlled HEKA C concrete substation designed to support the new DC fast-charging hub in Tallinn.
The dual-transformer configuration provides the required power distribution infrastructure for four 400 kW charging points, while the customised exterior helps the installation blend into its surroundings.
The decorative steel fence adds protection against graffiti without restricting ventilation or maintenance access.
The project demonstrates Harju Elekter’s ability to combine proven compact substation technology with site-specific engineering and design requirements.
By delivering both the electrical substation and its customised exterior solution, Harju Elekter provided a coordinated result that meets the needs of the grid operator and property owner.
